Karabakh Mining Project May Lead To Village Relocation

Authorities in Nagorno-Karabakh said on Thursday that they could relocate several villages to pave the way for large-scale mining operations in the territory’s northern Martakert district planned by a leading Armenian metallurgical company.

Under an agreement signed with the Karabakh government in March, the Liechtenstein-registered Vallex Group is to invest about $80 million in developing the Kashen copper and molybdenum deposit.

Open-pit mining operations there are due to start by 2015, in time for the anticipated depletion of copper and gold reserves located elsewhere in Martakert. A Vallex Group subsidiary called Base Metals has exploited the Drmbon deposit for the past decade, producing some 20,000 tons of ore concentrates per annum.

NGOs Criticize Road Project Implementation

A grouping of Armenian non-governmental organizations criticized the government on Thursday for its handling of a multimillion-dollar project to upgrade the country’s road infrastructure.

The organizations monitoring the project’s implementation specifically expressed concern over the selection of a Spanish construction company tasked with rebuilding and expanding more than 90 kilometers of major Armenian highways as part of the scheme.

The company, Corsan Corvian Construccion, signed a $280 million contract with the Armenian Ministry of Transport and Communications late last month after winning an international tender called by the government last August. The Manila-based Asian Development Bank (ADB) will finance the bulk of that construction work from a $500 million loan which it pledged to provide to Armenia in 2009.

Sarkisian, Tsarukian Hold Post-Election Talks

President Serzh Sarkisian and Prosperous Armenia Party (BHK) leader Gagik Tsarukian have met to discuss the possibility of cutting a new power-sharing deal as a result of this month’s parliamentary elections, it emerged on Thursday.

Galust Sahakian, a deputy chairman of Sarkisian’s Republican Party of Armenia (HHK), told RFE/RL’s Armenian service (Azatutyun.am) that the meeting, not publicized by the presidential press service, took place on Wednesday. He said he does not know if they reached any agreements on the BHK’s continued presence in Sarkisian’s government.

“I can’t tell that because I didn’t take part in the meeting,” Sahakian said. He added that the HHK’s governing Executive Body should clear up the situation at a meeting that was due to take place late on Thursday.

Russia’s Medvedev Upbeat On ‘Special’ Ties With Armenia

Russia’s newly appointed Prime Minister Dmitry Medvedev sounded optimistic about the future of his country’s “special” relationship with Armenia as met with President Serzh Sarkisian in Moscow late on Tuesday.

“First of all, I would like to welcome you and in my new capacity express confidence that we will continue good cooperation … especially given the special, allied relations between our countries,” he told Sarkisian at the start of the meeting.

In televised remarks, Medvedev also congratulated Sarkisian on the landslide victory scored by the ruling Republican Party of Armenia in the May 6 parliamentary elections.

Armenian National Congress (HAK) leader Levon Ter-Petrossian on Monday responded to questions sent by journalists and members of the public via email, SMS and Twitter at an outdoor Q&A session held in Liberty Square where opposition supporters have been staging nonstop rallies since Friday.

Soon after the “open press conference” began, HAK spokesperson Arman Musinyan announced that they had received 400 questions since Sunday. Ter-Petrossian declared that he responded to 39 out of what had later become 500 questions, “less than 10%,” but if the people agreed to this format he would gladly continue responding to questions at such outdoor gatherings.

One of the questions he responded to dealt with recent developments in Russia — in particular, the announcement of Russian PM Vladimir Putin’s candidacy for the upcoming presidential elections.

After meeting for nearly 2 hours Monday evening to discuss whether to continue to dialogue with the opposition Armenian National Congress (HAK), members of Armenia’s ruling coalition declared that they “don’t believe that it will be effective to resume dialogue with HAK while they are engaged in illegal activities,” referring to the nonstop rallies in Liberty Square which began on Friday and are set to last a week.

“We will wait till the end of this illegal gathering before discussing the details of our meetings with HAK representatives,” read the written statement issued by representatives of Armenian President Serzh Sargsyan’s governing coalition.

10:05 am: Pan-Armenian National Movement (HHSh) leader Aram Manukyan urged those gathered not to believe the rumors that the police might disperse them from Yerevan’s Liberty Square. According to him, this is not possible particularly the day before French President Nicolas Sarkozy’s expected visit to the country, when all of Armenia will be in the center of attention and no one would attempt to disperse those fighting for democracy in the square.

The Coalition to Stop Violence Against Women in Armenia organized a silent candlelight vigil near Swan Lake in Yerevan on Monday to raise awareness of the issue of violence against women and to mark the one-year anniversary of the death of 20-year-old Zaruhi Petrosyan, who died on Oct. 1, 2010, from what is believed to be repeated psychological and physical abuse at the hands of her husband and his mother.

The Coalition to Stop Violence Against Women in Armenia, established by 7 local NGOs following news of Zaruhi’s death, are closely monitoring the trial.

Karabakh settlement plan outlined – Azeri FM

The plan for settling the Nagorno Karabakh conflict is outlined, according to the Azerbaijani foreign minister.

Elmar Mamedyarov addressed the recent developments in the Karabakh peace process in an interview with Trend News.

“The low activeness in the process was mainly due to the summer period. I was in New York to attend the UN General Assembly’s session. There, I had discussion with the Russian and American co-chairs of the OSCE Minsk Group. The meetings were also attended by the personal representative of the OSCE chairman-in-office, Andrzej Kasprzyk. The discussions focused on the situation assessment and our further steps. We understand a great deal has been done, and the plan is sketched. The current activities are focused on the details,” Mammadyarov said.

We arrived an hour before the passport facility opened, so Lilit and I explored, and what we found was incredible. Behind this building was a dirt road that continued for roughly one mile. At the end of this road one would see the entrance into an abandoned building. We stepped inside. It was known immediately that this space was once massive, but was absolutely destroyed. We walked silently, separating then coming together, examining fragments of unbroken tiles. All I could think of was how only something so powerful as an Earthquake could do this damage.

 

Dasht – Village Cultural Center Houses Everything But

The village of Dasht in Armavir Marz has a community cultural center but it appears to exist in name only.

Under the buildings crumbling roof, a visitor to Dasht will find the mayor’s office, a library and medical out-patient clinic, but no cultural center.

The mayor’s office takes up two small rooms – one serves as the office and the other is where you’ll find the 8 municipal employees of Dasht.

The librarian is also there since part of the library has been allocated for the clinic. You can’t even fit a small desk in the truncated library.

The eight municipal employees are crammed into such a small room that they have to take turns sitting down or must greet residents in the outside hallway.

Group Calling for "Civilized" Transporation to Stage Protest Today

A group calling for civilized public transport in Yerevan will be staging a protest today at 5pm outside the Ministry of Transportation and Communication.

There, they will deliver a letter of resignation for Minister Manuk Vardanyan to sign given his failure to improve public transportation conditions in Armenia’s capital.

Visitors to Yerevan will have surely noticed the outdated and uncomfortable minivans and other Soviet-era vehicles puffing out noxious gas fumes that most city residents have to cram into to and from work or just to get around town in.

Protest organizers say that yesterday they went to talk to Nikol Pashinyan, one of the HAK leaders at Opera Square, to ask that news of today’s demonstration be announced.

Chairman of the opposition Armenian National Congress (ANC) Levon Ter-Petrosyan’s speeches contain numerous contradictions Ruben Hakobyan, Vice-Chairman of the Heritage party, said, as he commented on domestic political developments.

“They have never believed in a dialogue with the authorities. And now they are holding rallies and restate they will resume the dialogue before the end of this year. It is clear to me the ANC is trying to keep the voters for a few months and then say to them, ‘You see, the dialogue has failed’. Then they can enter the election period,” Hakobyan said.

New Children’s Picture Book From Armenian Folklore

Teaneck, N.J. and Belmont, Mass. –  An Armenian folktale retold by Armenian-American writer Lucine Kasbarian and illustrated by Moscow-based artist Maria Zaikina debuts with Marshall Cavendish Children’s Publishers in April 2011.

The Greedy Sparrow: An Armenian Tale is from the ancient Armenian oral tradition and culture, which was nearly obliterated during the Turkish genocide of the Armenians, Assyrians and Greeks in 1915. The author learned the tale from her father, editor and columnist C.K. Garabed, who would recite it to her at bedtime. He had learned it from his own grandmother, a celebrated storyteller from the Old Country.  The tale was first put to paper by Armenian poet Hovhannes Toumanian at the turn of the 20th century.

“We Need To Lift The Armenian Taboo”

Turkish writer and publicist Ahmet Insel labels the initiative of the Turkish Nationalist Movement Party to pray namaz on the ruins of Ani as provocation.

In an interview with “A1+,” the publicist said the initiative was supported only by a small percentage of Turks.

“They offered namaz in Ani in protest against Christian rites carried out in Trabzon and Akhtamar. The leader of the Nationalist Movement Party, Devlet Bahceli said if Christians are allowed to pray inside museums, similarly he can pray namaz in Armenian churches,” said Ahmet Insel.

The Turkish writer arrived in Armenia to participate in a book festival. Presentation of Armenian version of Dialogue sur le tabou arménien (Dialogue about the Armenian Tabou) co-authored by Ahmet Insel and Michel Marian was held during the festival.

US Media Discusses The Armenian Genocide

BURBANK, CALIFORNIA –  KFI 640, a popular news/talk radio station hosted by Bill Handel on September 23 aired a live interview with Michael Bobelian, the writer of a new book titled  Children of Armenia: A Forgotten Genocide and the Century-long Struggle for Justice

Azerbaijan wins Security Council Seat, while Armenians remain idle

Pres Aliyev was celebrating last week his country’s historic victory at the United Nations. With an overwhelming number of votes, Azerbaijan was elected for the first time to the prestigious UN Security Council for a two-year term.

This column shall address three questions: 1) how did Azerbaijan manage to get elected to such an elite body? 2) what will Azerbaijan accomplish with its newly-acquired seat? 3) what actions did Armenians take to counter Azerbaijan’s candidacy?

New Online Cultural Platform Launched in Armenia

A new Armenian website for culture — arteria.am — was launched at the Khnko Apor Children’s Library in Yerevan today. Armenian Book Center NGO is the organization responsible for the site, which was developed with the assistance of the Swedish International Development Cooperation Agency (SIDA) and the Eurasia Partnership Foundation.

The website is the response to “the published book and organized exhibit, the cinema poster and the music that pours from the stage or the signs in procession down the street, the writing on the walls of establishments, the conversations given wings in city transport, which wants take form and resound as commentary or criticism,” reads the section on concept on the site, which is currently only available in Armenian.

Pres Sarkozy Says ‘Tseghasbanoutyoun’, a word Obama has yet to utter

Flying to Armenia, French President Nicolas Sarkozy confided to his top aides last week: “I am going to toss a live grenade!” He was revealing his readiness to act firmly if Turkey continued to deny the Armenian Genocide.

Shortly after arriving in Yerevan, Pres Sarkozy courageously declared before journalists assembled at the Armenian Genocide Monument: “The Armenian Genocide is a historic reality that was recognized by France. Collective denial is even worse than individual denial.” When asked if France would adopt a law to prosecute those who deny the Genocide, the French President stated: “If Turkey revisited its history, faced its bright and dark sides, this recognition of the Genocide would be sufficient. But if Turkey will not do that, then without a doubt it would be necessary to go further.”

Scottish researcher Steven Sim reported about his troubling experiences in Nakhichevan, a historic Armenian territory now occupied by Azerbaijan. Since Sim’s 2006 revealing report has not been adequately publicized in the international media, I would like to present here some of its highlights.

Sim stated that he entered Nakhichevan by land from Turkey and traveled to the village of Abrakunis at Yernjak valley. When he asked a 12-year-old about an ancient church there, the boy pointed to an empty piece of land.

Kocharian Criticized Sargsyan’s Handling of Armenia-Turkey Protocols, But Said He Won’t Interfere

In a Sept. 25, 2009 meeting with former President of Armenia Robert Kocharian initiated by then US Ambassador to Armenia Marie L. Yovanovitch, Armenia’s second president criticized current President Serzh Sargsyan for his handling of the rapprochement with neighboring Turkey.

 

According to a diplomatic cable sent by then US Deputy Chief of Mission Joseph Pennington to the US State Department soon after the meeting and recently published by WikiLeaks, Kocharian asked, “why should Turkey’s parliament have to ratify” a set of protocols when “the Turks did no such thing in closing the border” in 1993? In the ex-president’s view, the Turks were exploiting the protocols and Sargsyan “in an effort to embark upon a negotiating process that they had every intention of dragging out, to the detriment of Armenia’s interests… He said he would have imposed a deadline on the Turks to do both things, and criticized Sargsyan for not doing so. ‘Now Turkey is dictating the process, and we have no room for maneuver’.”
