‘North-South’ Motorway to Cost 962 million USD

Asian Development Bank (ADB) board of directors yesterday approved a loan of 500 million USD to Armenia for the construction of the “North-South” motorway. ADB is calling the project the North-South Road Corridor Investment Program.

The loan contract stipulates that the motorway is to be reconstructed over a period of seven years and is to connect the Armenian towns of Agarak, Kapan, Yerevan, and Bavra. This route will connect to the east-west highway in Georgia which leads to the coastal towns of Batumi and Poti at the Black Sea, and it will provide Armenia with the shortest access to the seaports linked to Europe, Russia, and Turkey.

Co-financing from the Government of Armenia will be 462 million USD; thus, the total cost of the North-South motorway will be 962 million USD.

The project will be implemented in phases, and thus, the ADB loan (a Multi-Tranche Financing Facility, MFF, according to ADB’s terms) will be allocated in tranches to Armenia.

The bank’s board of directors already approved 60 million USD for the first portion (calling it Tranche 1 Project), which will be directed to improving the durability of and repairing the Yerevan-Ashtarak and Yerevan-Ararat routes. Armenia’s contribution to this first portion will be 10 million USD.

The funds have been approved for Armenia for 32 years, with a eight-year grace period. The annual interest for the grace period will be 1%, increasing to 1.5% after the period. As to the funds allocated in future tranches, the terms can be altered.

Meanwhile, Georgia is improving its own roads and consructing new routes, including the route between Akhalkalaki, Akhaltsikhe, Shuakheri and Batumi. The newly constructed road will cut the Yerevan-Batumi 700-km route by 30%.

In Georgia, a new road, around 170 km in total, has to be constructed. This new route will make it possible to go to Batumi from Yerevan in 5 hours, instead of the current 10-12 hours.

According to ADB, the Investment Program will increase regional trade and accelerate economic development in Armenia.

London Editorial: Turkey in “dark ages”

March 19, 2010

(The following editorial is from the London Daily News online journal.)

Turkey once again is retreating into “dark ages mode” with threats by Prime Erdogan following comments during a recent visit to London to expel 100,000 Armenians in Turkey “if necessary I will tell the 100,000: OK, time to go back to your country”.

The issue of the Armenian genocide and the failure by Turkey to recognize this ever happened, not only discredits any aspirations that Turkey has of joining the European Union, but also its supporters which include the current Conservative and Labour party’s in the UK.

Los Angeles to host an event in commemoration of Shahan Natalie’s 125th anniversary

March 18, 2010

In commemoration of the 125th anniversary of Shahan Natalie’s birth, the Shahan Natalie Family Foundation invites the public to attend a tribute to the living memory of the internationally known intrepid Armenian thinker, writer, orator, and activist.

The event will take place on Saturday, April 10, 2010, in the Los Angeles Public Library’s Mark Taper Auditorium. Preceding the afternoon program, Sylva Natalie Manoogian will lead a Hye (Armenian) Treasures tour of the Central Library’s resources, Asbarez.com reported.

Born in the village of Husenik, province of Kharberd, Historic Armenia, Shahan Natalie (born Hagop Der Hagopian) was orphaned at the age of 11, during the 1895 Hamidian massacres of the Armenians. He was sent to Istanbul and was accepted by the famed Berberian Academy, where his literary career and community activism were launched.

British Justice Minister Tells Erdogan the Armenian Genocide Bill Will Not Pass

March 17, 2010

British Justice Minister Jack Straw on Tuesday assured Turkey’s Prime Minister that Parliament would not pass a resolution recognizing the Ottoman-era killings of Armenians as genocide, CNNTürk reported.

“The chance of this becoming law is zero. I can assure everyone on this issue, Straw said.

After the Swedish parliament adopted an Armenian genocide resolution last week, many have turned their attention to the British Parliament, where a draft will be submitted to a House of Commons committee after a second reading on April 30.

If it is approved, an Armenian Genocide Remembrance Day will be established in the country.

“The English government and the opposition do not support this draft,” Straw said.

Davutoglu Speaks Out Against Deporting Armenians Living in Turkey Without Status

March 16, 2010

To deport citizens of Armenia living illegally in Turkey means to give a “winning card” to those countries who come out against Turkey, said Turkish Minister of Foreign Affairs Ahmet Davutoglu during a closed-door meeting of the foreign affairs committee of Turkey’s Grand National Assembly, responding to opposition People’s Republican Party MP Canan Arıtman’s earlier statements which suggested deporting all Armenian citizens.

“Such a step would become a winning card in the hands of those countries who are against us. In addition, all of the world’s countries’ papers will publish articles about deported Armenians. A nationalist image would form, [and] Turkey will be in a more difficult situation,” said Davutoglu.
