Reaction: Yerevan warns Ankara against linking normalization process with Karabakh

In a rare reaction released by Armenia’s Foreign Ministry late on Friday, Minister Edward Nalbandyan warned Turkey that linking the continuing rapprochement between the two countries with progress in a separate Armenian-Azerbaijani conflict over Nagorno-Karabakh could ruin both.

Nalbandyan was reacting to the most recent statement made by Turkish Prime Minister Recep Tayyip Erdogan that the Armenian-Turkish border will not be opened until the Karabakh conflict is solved.

“The Turkish side is informed, and we are confident that they realize that we exclude the conditioning of the normalization of Armenian-Turkish relations by the steps towards the settlement of the Nagorno Karabakh conflict,” Nalbandyan said in his reply also posted on the Ministry’s official website (www.armeniaforeignministry.com).

“Trying to link those two processes could ruin one and the other. A number of countries, including the Minsk Group Co-Chair countries, have expressed the same position. They have repeatedly stated that the normalization of the Armenian-Turkish relations must be without preconditions.”

Nalbandyan said that “with this mutual understanding we have started and conducted negotiations and came to agreements reflected in the initialed protocols.”

“If the Turkish authorities have problems with the signing of documents, they should not try to solve them by distorting the spirit, essence and goals of the initialed documents. The signing and implementation of agreed documents is a difficult process. Nevertheless, Armenia is ready to respect the agreements and go forward.”

In his statement Nalbandyan also reacted to Erdogan’s remarks made during an interview with a number of Turkish media editors-in-chief on September 17 that “Armenia must be freed from the influence of its powerful Diaspora.”

Nalbandyan said: “If the authorities of modern Turkey are not ready today to recognize the fact of the Genocide perpetrated in the Ottoman Empire, they are at least obliged to respect the survivors of the Armenian Genocide and their descendants.”

Turkey’s FM Davutoglu to raise Armenian Genocide Resolution in Turkish Parliament

Turkish FM Ahmet Davutoglu is due to deliver address on the developments that followed the endorsement of the Armenian Genocide Resolutions by the US House Foreign Affairs Committee and the Swedish Parliament at the Turkish Grand National Assembly today.

According to CnnTurk, the Foreign Affairs Committee of Turkey’s Parliament is due to convene a sitting March 15 to raise the Armenian Genocide Resolution passed by the US House Foreign Relations Committee and a number of foreign policy issues. Davutoglu is also expected to attend the sitting.

Iran Frees Armenian Aid Worker Silva Harotonian

Aid worker Silva Harotonian, who has been in an Iranian prison for more than twenty months, has been released, reports The Armenian Reporter.

In a March 10 statement, her employer, the U.S.-funded International Research and Exchanges Board (IREX), thanked “the Government of Armenia for their engagement in securing Silva’s release.” Details of that engagement have not been made public.

Harotonian, an Iranian citizen, was arrested on June 26, 2008, while on a business trip to Tehran for IREX’s Maternal and Child Health Education and Exchange Program (MCHEEP). A Yerevan-based administrative officer for the program, launched in 2007, she was the only IREX staff member working in Iran at the time.

Georgian Authorities File New Charges Aagainst Vahagn Chakhalyan

The Georgian authorities have filed two new charges against the Javakheti political activist- Vahagn Chakhalyan, who was sentenced to 10 years of imprisonment on April, 2009.

The first charge is based on the failed attempt of Georgianization of the Armenian Church in Javakheti village Samsar in July 2005, the second one is based on the protest manifestation at the Georgian-Armenian border checkpoint “Zhdanovakan-Bavra” in December 2005.

Vahagn Chakhalyan and his lawyers were informed about this on March 11, 2010 by the investigators of the Akhalkalaki and Ninotsminda Police departments- Spartak Khechoyan and Gevorg Kspoyan, who visited the Javakheti political activist for interrogation in Rustavi colony of strict regime.

US President Barack Obama’s invitation sent to Armenian President Serzh Sargsyan to visit Washington DC in mid-April is considered by some politicians in Armenia to be another “trap” and another attempt for Obama to avoid using the word genocide in his speech on April 24 — the Armenian Genocide commemoration day. (Turkish Prime Minister Recep Tayyip Erdogan is also invited).

On March 12, on the initiative of the American side, a telephone conversation took place between US State Secretary Hillary Clinton and Armenian President Serzh Sargsyan, during which Clinton passed Obama’s invitation to Sargsyan to participate in the Global Nuclear Security Summit, Washington DC, on April 12-13.

US State Department Report on Human Rights 2009 in Armenia: Another Year; More Abuse By Authorities

Authorities restricted the right of citizens to freely change their government in mayoral elections in Yerevan. During the year authorities subjected citizens, particularly those considered by the government to be political opponents, to arbitrary arrest, detention, and imprisonment for their political activities; lengthy pretrial detention also continued to be a problem.

Authorities continued to use harassment and intrusive application of bureaucratic measures to intimidate and retaliate against political opponents. Authorities used force to disperse political demonstrations and constrain citizens seeking to publicize them. Police beat pretrial detainees and failed to provide due process in some cases. The National Security Service (NSS) and police acted with impunity in committing alleged human rights abuses. In spite of renovations and new construction, prison conditions remained cramped and unhealthy. Authorities denied citizens the right to a fair trial.
